為了及時總結心理援助工作的階段性經驗和教訓，呼籲全社會進行有計劃的、長期的、系統的心理援助，促進社會各界與地方政府、民間組織、基層組織，以及其他各類社會資源緊密配合，把心理援助的細節落到實處，盡最大努力，發揮最大的作用。由「關愛生命萬里行」活動小組發起，在中國科學技術協會、四川省科學技術協會、北京市科學技術協會、北京科普發展中心指導下，「關愛生命萬里行」活動小組聯合1980陽光部落、成都生命關懷協會籌建組、中國生命關懷協會共同主辦，成都蜀仙園度假村、5．12關愛生命行動辦公室承辦，成都市科學技術協會、綿陽市科學技術協會、安縣科學技術協會協辦，於2008年7月19日全天在四川成都召開了第三屆茉莉花論壇暨5．12汶川地震心理援助培訓研討會。本屆論壇主題是「有你，有我，有愛，就有希望-論心理援助的科學性、人文性、持續性和穩定性的統一」。70多位與會代表與會代表就「心手相望」、「以人為本」、「科學防治」、「任重道遠」四大話題作了主題發言和經驗分享，並聯合發表了《四川宣言》。
